On the small boards of 9e and with objective-focused missions, rushing the enemy deployment zone just isn't really important anymore, so the Impulsor does a job that you don't especially need. It's also not as mobile as a 14" move would make you think now that it doesn't have FLY, because moving around stuff with a 100mm base is rough.

For loadout, it could be interesting to make a Razorback-type thing with a multi-melta and one of the two gun upgrades, since Uphold makes the shield dome superfluous. Use this Stratagem in your opponent's Movement phase, when an enemy INFANTRY or BEAST unit that is within Engagement Range of any BLACK TEMPLARS units from your army is selected to Fall Back.
